Stephanie Arroyo
VICE PRESIDENT
Stephanie Arroyo, brings over a decade of experience in community based organizing and advocacy deeply rooted in government and politics with a profound connection to communities of color. As Vice President at MirRam, Stephanie advocates for business and non-profit clients before the City Councill and Executive agencies. She serves as the lead lobbyist for clients spanning various sectors, including education, veterans’ affairs, arts and culture, health, housing, environment, and economic and workforce development. She is instrumental in creating and maintaining external partnerships across government and local communities to expand clients’ work and impact. Prior to her role at MirRam, Stephanie held significant positions in government including Borough Liaison/Community Coordinator at the New York City Housing Authority (NYCHA) and Director of Community Affairs in Council Member Diana Ayala’s Office. At NYCHA, she served as a liaison to resident boroughs resolving complex incidents and maintaining strategic partnerships. In Council Member Ayala’s Office, Stephanie managed community-based projects, supervised staff, and developed communication strategies to engage the public. Stephanie’s dedication to empowering communities is evident in her active civic involvement, including serving as a member of Community Board 11in East Harlem, the Johnson Houses Residents Association, and a member of the NY Democratic County Committee.

Bernie Bryan, Esq.
DIRECTOR OF LEGISLATIVE AFFAIRS
Bernard (Bernie) Bryan is an attorney who has had a varied professional experience ranging from litigation to staff work in the New York Assembly, where he served on a central team that managed numerous standing committees in that house. He is an experienced bill drafter, an expert in legislative procedures and a seasoned negotiator who has a comprehensive understanding of state government. Bernie was an original Albany-based staff member for MirRam, when the organization opened its Albany office in 2007.

Dana Carotenuto, Esq.
SENIOR VICE PRESIDENT
Dana Carotenuto is Senior Vice President of the MIrRam Group. Prior to her position at MirRam, Dana served as Chief of Staff to the 56th Governor of New York State Andrew Cuomo as well as Deputy Secretary of Legislative Affairs and Policy managing the day to day operations of the executive chamber and implementing key program and policy priorities for the administration. Ms. Carotenuto also served in State Senate staff roles for over 10 years, negotiating the state budget and initiatives such as paid family leave, zombie property legislation and foreclosure protections. In addition to her legislative accomplishments, Dana has an impressive academic background, having received her B.S.F.S. from the Georgetown University School of Foreign Service and her J.D. from Brooklyn Law School. At MirRam, Dana plays a role in nearly every aspect of the firm’s practice with a heavy focus on Healthcare, Labor, Energy, Real Estate and non-profit advocacy. She has also become a leading advocate for some of New York’s most vulnerable populations with her representation of both the Developmental Disability Alliance of Western New York and the InterAgency Council.

Pedro Carrillo
VICE PRESIDENT
Pedro Carrillo has decades-long experience cultivating and managing relationships in both the private and public sectors. Prior to joining MirRam, Pedro served as Director of the New York City Council’s Policy Taskforce, working with Majority Leader Keith Powers on issue reports, legislative priorities, and coalition building on policy areas that included transportation, accessibility, and mental health. Pedro also served as Chief of Staff to Council Member Carlina Rivera, managing matters including land use actions, landmark resiliency projects, housing preservation, and health care policy. At MirRam, Pedro enjoys a varied portfolio which includes industry associations and non- profit organizations seeking new budget advocacy and legislative approaches. As a veteran of the commercial real estate industry, Pedro is heavily focused on the firm’s growing real estate and land use practice, advising clients on political and community engagement strategies.

Ana Chireno
VICE PRESIDENT
Ana has extensive experience cultivating grassroots relationships, building coalitions, and facilitating meaningful dialogues between industry, advocacy, and public sector participants with an impressive background in issue-based advocacy, community organizing, and government affairs. She served as an intern at the New York City Comptroller's Community Affairs Unit and as a volunteer at Make the Road New York, an organization that builds the power of immigrant communities to achieve dignity and justice. During her internship, she worked directly with the comptroller's senior staff, providing critical support on a range of projects, while her volunteer work at Make the Road New York enabled her to gain insight into the dynamics of different immigrant communities.

Betsy Comas
OPERATIONS ASSISTANT
Betsy joined MirRam in the Spring of 2024. As Operations Assistant, she coordinates meetings with staff, clients and elected officials for the City lobbying practice Prior to becoming a member of MirRam, Betsey worked as an Administrative Assistant at the Albert Einstein College of Medicine. She had the opportunity of serving honorably in the United States Navy and is currently pursuing a Master’s Degree in Human Rights at John Jay College.

Christina Coppola
EXECUTIVE ASSISTANT
Christina joined the MirRam Group in September 2023, bringing over 15 years of experience in administrative leadership and relationship management in a high-pressure environment. During Christina’s entire career in the NYS Assembly, she worked for members who served as Chairs of major Committees including Tourism, Parks, Arts, and Sports Development; Governmental Operations; Aging; and Environmental Conservation. From 2011 to 2022, Christina worked alongside the longest serving member of the NYS Assembly, Richard Gottfried, Chair, Health Committee. Christina is excited to bring her skills and her service-oriented approach to the MirRam Group.

Pilar Espinal
OPERATIONS ASSISTANT
Pilar is a Washington Heights native who brings valuable experience, professionalism and enthusiasm to her work every day. As Operations Assistant, she coordinates meetings with staff, clients and elected officials for the City lobbying practice, handles the Managing Partner’s calendar and supports special projects. Pilar previously working at NYC and Company for 20 years as an Assistant Project Manager and Creative Operations Manager.

Javier Gómez
DIRECTOR OF COMMUNICATIONS
During the course of his 20 year career, Javier has helped lead public affairs, government, political, and issue-driven campaigns. His previous experience includes serving as Press Officer for Governor George E. Pataki, State Attorney General Andrew M. Cuomo, and Bronx Borough President Fernando Ferrer and Adolfo Carrion. In addition to working for the Campaign for Fiscal Equity, TheaterStageFest, Revolution Latina, and the National Puerto Rican Day Parade, he has also been the Communications Director for the Campaign for Fiscal Equity. Additionally, Javier is an award-winning journalist with credits in print, radio, online, and television. Javier's impressive portfolio of accomplishments includes the recognition he has earned from his peers and industry for his successful career as a journalist.

Rhay Guillen
VICE PRESIDENT
Rhay recently served as Assistant Secretary and Director of Legislative Affairs for Governor Kathy Hochul where he managed relationships between the executive and the legislature, primarily with the New York State Assembly . In his time at MirRam, Rhay has served clients regarding healthcare, labor, financial services, developmental disabilities, consumer protection and insurance. He has taken the lead on issues regarding public pension, medicaid funding for hospitals and funding for not for profit clients. Mr. Guillen previously served as Senior Advisor for Legislative Affairs for Governor Andrew Cuomo and Deputy Secretary for Intergovernmental Affairs to New York State Assembly Speaker Carl Heastie. In addition, he worked as a Political Coordinator for the Democratic Assembly Campaign Committee where he advised and managed nearly a dozen successful campaigns across the state. He started his career in the offices of Congresswoman Niki Tsongas and Congressman Dan Maffei as well as working on U.S. Senator Ed Markey 2013 special election campaign. Mr. Guillen holds a B.A. from SUNY Oswego.

Reginald Johnson
SENIOR VICE PRESIDENT, COMMUNICATIONS
Reginald has extensive experience developing marketing campaigns across a variety of disciplines, including earned media, public policy, advertising, and research. He has shaped the direction of some of the country's most recognizable consumer brands, non-profits, and political organizations, including Procter & Gamble, Chase Manhattan, and Obama for America (Ohio). Reginald was the Chief of Staff and lead policy advisor for the Chair of the Small Business Committee of the NYC Council prior to joining MirRam. During that time, he spearheaded and negotiated numerous legislative initiatives that were passed into law and managed the discretionary budget program to aid nonprofit organizations in securing critical funding.

Annemarie Kissane-Ranalli
LEGISLATIVE & COMPLIANCE ASSOCIATE
Annemarie joined the MirRam Group’s Albany team in 2017. Annemarie has proved to be multi-faceted; in addition to her administrative responsibility, she has become a member of MirRam’s compliance team, which is responsible for navigating the State and City of New York’s lobbying regulations. When she is not assisting MirRam’s clients, Annemarie, a member of the Professional Golfers Association of America (PGA), coaches golf throughout the Capital Region.

Glennys Merejo
VICE PRESIDENT FINANCE
Glenys Merejo, CPA, MST is a senior-level tax advisory professional, with more than 15 years of experience in accounting, tax planning and compliance. In her current role as Vice President of Finance at the MirRam Group, Glenys is responsible for all aspects of the firm’s accounting operations, and financial reporting. She assists management in financial and tax planning, and ensures that records are maintained in accordance with generally accepted accounting principles. Glenys’ professional experience includes a director role for a large national public accounting firm, where she was a tax advisor to privately-held businesses and high-net-worth individuals, bringing fresh insight to every engagement, and helping to develop innovative solutions. She has represented clients before the Internal Revenue Service (IRS) and various state tax authorities. Fluent in Spanish, Glenys also served as an advisor to many Hispanic-owned businesses.

Gloria Mullen
LOBBYIST
Gloria Mullen is part of MirRam Group's Albany lobbying team, where she utilizes 20 years experience to lobby the legislature and assist in all aspects of client relations. Prior to joining MirRam in 2007, Gloria had worked in both the NYS Senate and Assembly, the Governor's Appointments Office, and for the City of New York. She worked for the the NYC Council Speaker, Office of State and Legislative Affairs; where she served as a liaison between the City Council Speaker, and the NYS Legislature. Prior to lobbying, Gloria served as Legislative Director in the NYS Assembly for approximately 15 years. During her 20 year tenure in the political arena, Gloria has made many valuable professional and personal contacts, in addition to gaining unique insight and valuable experience within the Legislative, City, and Executive branches.

David Osorno
VICE PRESIDENT
At MirRam, David currently represents a diverse cross section of clients before the Governor’s office, state agencies and the NY State Legislature. He brings ten years of experience as a leading Intergovernmental Relations manager, strategic and budgetary advisor, and legislative director at the City and State levels, with a particular focus on public health and human resources. As a project manager in the private sector, he has focused on technology-driven solutions to expedite program delivery and provide risk management for local and state governments. David recently served as Senior Associate at KPMG, assisting state and local governments modernize business operations, improve performance that benefits government workers, residents, and communities. Prior to that position, David served as Senior Advisor for Intergovernmental Affairs for the NYC Mayor’s administration, supporting the development of legislative, funding, and regulatory proposals. He worked on multiple human services projects impacting children and families such as SNAP and Temporary Assistance benefits, mental health, food and nutrition policy, and homelessness. David previously served in the State Senate in staff roles for over 6 years, namely as Legislative Director for the Senate Health Chair assisting in the development of policy positions and legislative initiatives. He holds a B.S. from St. Lawrence University.

Tony Reyes
DIRECTOR OF CREATIVE SERVICE
With decades of experience as a marketing strategist, Jose “Tony” Reyes has managed work for countless clientele including several political candidates, advocacy groups and corporate clients. He works to maximize a client’s investment through his strong relationships and deep understanding of multiple markets to assist in securing desired results.
As our Director of Creative Services, Tony Reyes is the all-important connection between a layout that exists as a brainstormed idea and a fully realized piece. As our media buyer, Tony plans and places the most effective media campaign at the best possible cost for our clients.

Enyibel Rodriguez
DIRECTOR OF OPERATIONS
Enyibel is a graduate of UTESA University in Santiago, Dominican Republic, Enyi joined the MirRam Group in 2013. As Operations Director, she oversees all administrative staff and operations, serves as office manager, leads special events and supports billing. Previously, she served as Executive Assistant to the President of Riverside Car Services.

Matthew R. Smalls, Esq.
SENIOR VICE PRESIDENT
Matthew currently services a number of clients across many sectors before the City Council and Executive agencies. He is a veteran of the New York State Senate Democratic Conference, having served as Director of Operations and Special Counsel. Matthew is a recognized policy expert in pharmacy, telehealth, and environmental matters. He has championed the fight against Substance Abuse Disorder with the passage of a statewide naloxone co-prescribing law, and helped secure a standing order allowing pharmacists to dispense naloxone without a prescription. In addition to his policy work, Matthew has also secured millions of dollars in funding for not-for-profits that serve the most vulnerable New Yorkers, including children and families facing mental health challenges, and formerly incarcerated individuals. Prior to working in government affairs, Matthew practiced criminal law for more than 17 years, beginning his career as a Manhattan prosecutor and then as a defense attorney in private practice. Matthew has been featured as a legal expert in publications such as The Wall Street Journal and The Washington Post. Matthew has earned degrees from New York Law School, the University of Rochester, and New York University’s School of Professional Studies.
