Catherine Torres, Esq., a licensed attorney, and Hofstra University School of Law alumna, brings over 25 years of combined government and management experience to her role as a partner and counsel at MirRam. In this capacity, Catherine spearheads compliance and the city lobbying practice, providing strategic advice to non-profit organizations, industry groups, and corporate clients on the development and execution of advocacy campaigns and government relations. Her leadership has led to numerous victories securing millions in city and state budgetary and legislative campaigns, with a focus on housing health care, mental health, veterans, environment, and arts & culture. In addition to her role as counsel, Catherine serves as the firm’s Chief Compliance Officer, ensuring adherence to ethics and compliance.

Catherine began her public affairs career as Chief of Staff for Bronx Assemblyman Roberto Ramirez, Sr., Esq., where she was directly responsible for overseeing budget negotiations and coordinating legislative initiatives addressing anti-poverty, urban health, and judicial equality. Catherine was the prime architect of the New York State Puerto Rican/Hispanic Legislative Task Force & Annual Somos El Futuro Conference. She also served as the Executive Director of the Bronx Democratic County Committee, where she oversaw NYS Assembly, Senate, U.S. Congressional, and NYC Council campaigns and worked to support the increase of women in elected office and the judiciary.

Catherine’s leadership and expertise were further honed as Deputy Chief of Staff to the Speaker of the New York City Council, where she was the highest-ranking Latina. Her responsibilities included overseeing 13 council committees and managing the Human Services, Oversight & Investigations divisions, and State & Federal Affairs. Catherine was essential in public policy development and legislative lobbying, particularly in initiatives addressing public health, domestic violence, and senior food security. Her commitment to professional development is evident as a graduate of the Harvard University John F. Kennedy School of Government Public Policy and Management Executive Program for Managers. Catherine was selected as one of 20 Latinas in the nation to receive a fellowship from the National Hispana Leadership Institute. In 2022, Catherine was named on the Power List as one of New York’s most influential female leaders by City & State. She was also recognized by El Diario/La Prensa, the nation’s largest and oldest Spanish-language daily newspaper, as a “Woman of Distinction”. Catherine is a former Puerto Rican Bar Association President, New York’s largest, oldest ethnic bar association. She is an accomplished runner and the proud finisher of the 2009 and 2010 NYC Marathons. Her life has been full circle, and she is dedicated to giving back to her community through public service and advocacy. She was born and raised in the Bronx to parents who migrated from Puerto Rico to New York for better opportunities. The year 2024 marks her 20th anniversary with MirRam. Catherine is extraordinarily grateful to have the opportunity to work with great partners, team leaders, and clients who are constantly evolving.  Catherine is married to David and is always inspired by their two wonderful sons.
